Purpose

The UDID project builds a national, end-to-end system for issuing Universal IDs and Disability Certificates for Persons with Disabilities (PwDs). The system aims to make services accessible, reduce duplication, and support integration with government schemes.

Key features

  1. Nationwide availability of PwD data through a centralized web application.
  2. Online application submission for Disability Certificate / UDID card (offline submissions are also accepted and digitized later).
  3. Efficient assessment workflow by hospitals or Medical Boards to calculate disability percentage.
  4. Elimination of duplicate PwD records through deduplication mechanisms.
  5. Online renewal and update of information by or on behalf of PwDs.
  6. Management Information System (MIS) reporting framework for monitoring and evaluation.
  7. Integrated management of various government benefits and schemes for PwDs.
  8. Support for additional disabilities in the future (currently 21 disabilities; this count may be updated).

Card generation workflow (brief)

The typical workflow covers application submission, medical assessment, certificate generation, and UDID card issuance. The process is digital end-to-end but allows for offline data capture where necessary.

Primary users and their capabilities

Persons with Disabilities (PwDs)

PwDs register on the UDID portal. After logging in they can:

  • Apply for a Disability Certificate and UDID card.
  • Track application status, request renewals or replacements.
  • Download and print certificates.
  • Locate CMO Office / Medical Authority and District Welfare Officer.
  • Access information about disability-related schemes and news.

Medical Authorities (CMO Offices / Medical Boards)

Medical Authorities use the portal to process applications: verify submitted details, perform assessments, and issue Disability Certificates and UDID cards electronically — reducing turnaround time and manual paperwork.

District Welfare Officers

District Welfare Officers support PwDs by managing application counters, organizing registration camps, and helping with scheme implementation through portal tools.

District Collectors

District Collectors oversee project rollout, monitor coverage, and use the portal’s MIS reports to assess effectiveness and plan interventions.
